Pre-concept/Concept Paper

Preparing an early concept paper helps pull thoughts and ideas together to make the proposal narrative easier to complete.  It also gives interested parties and those who must “sign approval” for the project a better understanding of exactly what the project will entail.  The paper can document the who, what, where, when, and how of the project concept.  See the template examples below.
